This is the latest in a series of articles that will be published at the beginning of every calendar quarter. In these articles we present the updated status of the 911TAP Petition Project at the end of the previous quarter. We will show you which areas of the country are making the most progress towards generating that "groundswell of civic action" we are all striving for. We will explain how the leaders became the leaders, and what they are doing to maintain their leads. We will highlight the up-and-coming areas and what they are doing to overtake the groups ahead of them. Current Standings By State
At the end of the 3rd Quarter, 2017, a total of 2240 people, worldwide, had signed the 911TAP petition. This is an increase of 398 over the previous quarter. Of these, 2055 listed a U.S. address as their residence and 185 a non-U.S. address. A total of 820 petitions were signed on-line and 1420 were gathered using paper petition forms. The ranking of the top ten states is shown here. The numbers for all 50 states are shown at the end of the article.
As seen in this list, Oregon retains its number 1 position with an additional 119 petitions, the most added by any state. California and New York were next with 51 and 47, respectively. Illinois and Florida were also solid with 17 and 13. Illinois moved into the top 10 with its efforts in the 3rd quarter as compared to the 2nd Quarter report.
As described below, the relative out-performance of Oregon, New York, California, and Illinois is due to their successful efforts at collecting signers using paper petitions.
The following map shows the location of the U.S.-based petition signers who signed up at the 911TAP website.
Petition Collecting Methods
Starting in late August and prior to early December, 2016, all petitions collected by 911TAP were obtained using the paper petition form. The petition became available for signing on the 911TAP website during the first week of December, 2016.
To this point, Facebook posts are responsible for most of the petitions signed at the 911TAP website. These include posts to 9/11 Truth groups, posts to the 911TAP page, and sharing in personal timelines. Some credit is likely due as well to private Facebook messages, emails, and other forms of word-of-mouth communication.
Paper Petition Numbers
Before the start of the 3rd quarter, 10 cities had collected one or more paper petitions. In the 3rd quarter, five additional cities joined in: Grayslake (IL), Galt (CA), Encinitas (CA), Minneapolis (MN), and Denver (CO). All told, 262 paper petitions were collected during the 3rd quarter, representing 66% of all the petitions added during the quarter. The following list shows the breakdown of the 1420 paper petitions among the 15 cities.

Portland (OR) retained the top spot in the 3rd quarter, increasing its lead over the rest of the field. Manhattan (NY) and Grayslake (IL) each added 51 to keep it close. The 51 from Grayslake made it the biggest position mover by far, as it enters the list in the 5th position.
The 262 paper petitions collected in the 3rd quarter are a 45% decrease from the 477 collected in the 2nd quarter. Two factors contributed to the decline. First, a backlog in processing the Manhattan paper petitions left over 200 unprocessed petitions uncounted in the 3rd quarter. The second factor contributing to the decline was the temporary leave taken by the Portland team during the quarter that lowered their output by approximately 200 petitions as well. These were offset somewhat by the petitions brought in by the five new cities.

Website Petition Numbers
In the 3rd quarter a total of 136 petitions were signed at the 911TAP.org website. This is an increase of 68% over the 81 website petitions picked up in the 2nd quarter. The 45 petitions per month obtained in the 3rd quarter remains 81% below the 240 website petitions obtained during the peak month of December.

The 398 petitions collected in the 3rd quarter are lower than the 558 petitions collected in the 2nd quarter by 160. This is accounted for by the processing backlog of 200+ Manhattan (NY) paper petitions. The temporary 2-month break taken by the Portland team prevented them from making up the difference as well.
The months of December and January were peak months for sign-ups at the 911TAP.org website. The first two months of the petition being live featured a lot of work on Facebook that recruited many of the people who were most ready to sign the petition. While it is probably the case that the level of effort recruiting these people was higher in those months, effort continued to be applied throughout the 3rd quarter, but to less effect.
In the 4th quarter this problem is being addressed in two ways by the combined efforts of the Communication, Media, and Outreach departments. For one, the 911TAP.org website is undergoing a refurbishment that should result in a more compelling explanation of the importance of signing the 911TAP petition, among other things. The objective is to have a first revised version in place before the end of the year.
The second initiative is seeking to increase the amount of traffic delivered to the 911TAP.org website. On the social media side we have developed a new video featuring compelling elements of the 911TAP story, that will direct people to the website. For the street, we are producing new banners, signs, and simple hand-outs designed to motivate people to seek out the improved explanatory information at the website. These will be accompanied by the continued recruitment of more people to do outreach on Facebook and on the street.
We are looking for people to help us speed up the work in these areas. On the paper petition side, we are not pleased with the 45% decrease in sign-up rate. We are satisfied, however, that this is due to temporary factors that should not be a regular occurrence going forward. We are further encouraged by new groups that continue taking on petition-based outreach, which we expect will lead to further gains in the 4th quarter.
We are looking for more people to help distribute 911TAP brochures and collect petitions using the paper petition form. A fixed number of 75-brochure packages are available each week at no cost to qualified individuals who request them. Additional packages are shipped out at our cost ($13). Please also consider a financial donation to the 911TAP Petition Project so that we can provide additional no-cost brochure packages to speed the rate of action team formation into new geographic areas.
